Thermal effect
With the heat motivated by the water, delivered into the dermis and the temperature reach to 60-65, the collagen will contract and the skin will be immediately tightened.
Thermal coagulation
When the temperature in the dermis  reach to 75, the target tissue like the melanin spot, hemoglobin will be coagulated and consider as the dead cells, will be replaced by new cells.
Thermal coagulation will leads to the inflammation, which will accelerate the skin reconstruction process.

How it works?
IPL systems use hand held flash lamps to emit micro pulses of light across a broad band of visible wavelengths. 
By using gentle pulses of light momentarily to create heat, IPL can permanently disable hair follicles and prevent future growth. Similarly, IPL also achieves excellent long term results when treating thread veins, skin pigmentation, acne and other skin complaints.
